HOUSING ASSISTANCE SPECIALIST: There is an immediate opening for a full-time, non-exempt Housing Assistance Specialist. Responsible to and under the general supervision of the Section 8 Supervisor, this Housing Assistance Specialist performs various administrative duties relating to the re-certification and other on-going occupancy activities for all Section 8 Housing Programs of the Housing Authority. Work involves coordinating HQS inspections and negotiating with property owners, on behalf of participants to ensure rent reasonableness. Considerable attention to detail, multi-tasking and organizational skills must be exercised in performing duties of the position. Tact and courtesy must also be exercised in contacts with clients, public and private agencies and the general public.

Duties Involve: Performing re-certification interviews of participants for continued eligibility; receiving, processing and filing all verified information as related to the re-certification process; organizing files in accordance with the Section 8 filing system and required by US HUD; maintaining up-to-date files and records; negotiating with property owners on behalf of participants to insure rent reasonableness and Fair market Rent Requirements. This position also provides orientation and issues vouchers for participants who wish to relocate; provides residents with documents to find affordable housing; reviews leases for content and prepares contracts for signature of landlords and residents while providing general Section 8 Program-related information to program participants, landlords and the general public. The Housing Assistance Specialist also assists in helping residents to become economically independent by identifying needs, such as training, education and childcare. Also performs various other duties, as assigned.
Successful candidate must have extensive knowledge of HUD rules and regulations as well as Housing Authority’s policies and procedures. Must also be able to interpret, explain and apply applicable laws, rules, regulations and policies and must have considerable expertise in assembling, organizing data and preparing reports from such data. Must also have good oral and written communication skills as well as the ability to proficiently operate a computer with general and specialized software applications. Bi-lingual English/Spanish is required.

Education and Experience Required: Bachelor’s Degree in Business or Public Administration or similar field with at least three years of responsible experience in office management, social work, customer service or similar work. Previous Section 8 Housing experience may be substituted for higher Degree.

Salary: Commensurate with Experience and qualifications.
