OCCUPANCY SPECIALIST: There is an immediate opening for a full-time, non-exempt Occupancy Specialist. This is a specialized clerical and technical case-work role, in the leasing and occupancy function for Section 8 programs and falls under the supervision of the Section 8 Supervisor
Responsible to the Section 8 Supervisor on all matters concerning occupancy policies and procedures for the Section 8 and HCV programs, this employee will serve as the initial point of contact for housing applicants, determine applicants’ eligibility and priority, determine applicable rents, initiate leases and other required occupancy forms.

Essential Duties and Responsibilities: Interviews applicants and makes preliminary assessment of eligibility for all Section 8 programs; completes applications and schedules applicant revisit to ascertain conditions; obtains 3rd party verification of pertinent eligibility information, such as applicant’s income, financial status, et al; conducts criminal background checks and makes determination of eligibility; maintains eligibility file, notifies applicants of their eligibility status and monitors and approves all incoming and outgoing port-in and port-outs; processes leases and other required papers for applicants for review by Section 8 Supervisor; prepares various activity reports for Section 8 Supervisor’s review, re-review and approval; responsible for following the Housing Authority’s Section 8 Administrative Plan while abiding by all safety rules and regulations, amongst other tasks

Knowledge, Skills and Abilities, Required: Extensive knowledge of HUD rules and regulations as well as Housing Authority and the ability to explain, apply applicable laws, rules; ability to organize data and prepare reports; strong oral and written communication skills. Bi-lingual English/Spanish, a must

Education and Experience, Required: Bachelor’s Degree in Business, or Public Administration or similar field, preferred. Three years responsible experience in office management, customer service or similar work. Previous housing experience and training, highly desirable. Experience may substitute for education on a year for year basis.

Salary: Commensurate with Experience and qualifications
